They are very similar in meaning. You could argue that sentence 2 means the topics in question are discussed in greater detail than the concerned topics in sentence 1. Though in general, they mean pretty much the same thing.

3. Chapter deals with the following topics. As an third option, would you explain 3. Is 3 ie deal with closer to 1 ie concern or 2 ie cover?

As has happened so often with your recent threads, both definitions fit. I might say that "cover" is marginally closer but you could replace "deals with" with "concerns" with no loss of meaning.
