However, here "English culture" refers specifically to the culture of England.

Isn't that what it means?

English literature usually doesn't refer exclusively to the country, so it is a meaning that may be worth pointing out.

We get a lot of questions which demonstrate that the poster isn't aware of the distinction between language and culture, and just assume that customs are the same for everyone who speaks a common language.

Since I couldn't tell for sure the OP actually meant British culture, or if it was just a lucky turn of phrase meant to refer to a mistaken assumption of shared culture across language, I felt it was fair to point the distinction out.
