[Grammar] It is me who needs/need to apologize

Hello,

I need to apologize.
It is I who need/needs to apologize.
It is me who needs/need to apologize.

In both 2 and 3, "I" is replaced by "it is me" and "it is I".
What I am confused about is that whether I should use "needs" or "need" because they both replace "I,"so it should be "need" but "me' in this is quiet confusing.

I think most native Anglophones would be just as confused. I'd avoid the problem by using a non-conjugating verb: It's I (or "me") who should apologize. Your English teacher might consider "it's me" incorrect, but there's no real justification for that position.
