I don't know the quote, LQZ, so it's hard to comment. It certainly looks quite strange to me. A couple of possibilities:
(1) "ideal" is being used here in virtual inverted commas

However, I have trouble understanding the bold part. Could you please explain to me? Thanks.

The suggestion is that 'ideal' should be quoted as a word. But I don't think so.
Your sentences seem to mean:
