I agree.In BrE, the stress on the verb "fragment" definitely comes on the second syllable.

I think I wasn't clear enough in my question. I'm looking for words that have pairs: a noun with a stress on the first syllable and a verb with also a stress on the first syllable, the difference between them being a single vowel shift
