What I can comment on is my opinion that the article is not clear. The first paragraph mentions a "Beacon Collision Avoidance System" yet there is not another mention of that system specifically. The article first states that the FAA supported a system under the control of pilots, and I always think of pilots as being in the air. Later, the FAA seems to be in favor a ground-based system, and Pope prefers the airborne system.
