What's the weather like - is correct. Only in this way, I remember it from my primary school and it's always remained the truth.
 
The punctuation is correct in the first one.
The usage is correct in the second one.
 
What´s the weather like?
- When we ask about the state of things like "what is the table like?", what is your teacher like?".

How is used when we ask for somebody, "how is your mother?" - "She is well, thank you for asking".
