Could you please explain to me which is correct 1 or 2?
1- To create these files involves a lot of work.
2- To create these files involve a lot of work.

I tend to think the correct is 1 but I would like to be sure.

Neither is very natural. I would use "Creating these files involves a lot of work".
 
You could write: "To create these files will take a lot of work".
