Would you please explain the phrases "invent a story" and "invent a lie"?

invent a story -- devise or create a story; make something up

(She didn't say anything about "invent a lie" at all.)

"Inventing a lie" makes me think the lie is planned carefully. For this situation is there any verb?
 
One could carefully construct a lie. That suggests a measure of planning and preparation.
