Talking to FedEx. I say: I was expecting the package to be delivered tonight, but unfortunately it/that didn't happen.

Are both okay?

Not a teacher
I think both are OK.
 
They are both OK, but I prefer "that".
 
I prefer "that" with "didn't happen" but I would probably say "... but it didn't arrive" or "it wasn't delivered".
