You don't consider aspect to be part of meaning?
If it affects the meaning, then, of course, I do.

I just don't think the difference in aspect changes the meaning in any way in these two. To me, it is still the same action while both aspects, simple and continuous have been used by native speakers here. Maybe, I'm wrong.

  • Since 2007, we have issued only electronic passports.

I'm still learning English. When I check it on the translate site, both seem to mean the same thing, but when I asked this question at the language school, I learned that the first sentence is more correct.
