When you move your eyebrows up to express shock/surprise.
1) She was left with raised eyebrows.

When you move your eyebrows towards each other to express confusion/anger.
2) She was left with squinted eyebrows.

My question isn't about what the meaning of the gestures. I just want to know if the terms 'raised' and 'squinted' are correct here.

In a situation when you someone moves your their eyebrows up to express shock/surprise, can I say "She was left with raised eyebrows"?
Note my changes above. Your opening wasn't a complete sentence.
In a situation when you someone moves your their eyebrows towards each other to express confusion/anger, can I say "She was left with squinted eyebrows"?
Again, note my changes above. Your opening wasn't a complete sentence.
You can't move your eyebrows towards each other.
You can't squint your eyebrows. You can squint [with] your eyes - we just say "squint".

Neither sentence makes sense with "She was left with ...".
My question isn't about what the meaning of the gestures.
Note my correction above. To use "what", you'd have to say "My question isn't about what the gestures mean".
I just want to know if the terms 'raised' and 'squinted' are correct here.
See my earlier comments.
