Pronunciation: reduction of the letter V in the word OF.

Hi there! I got a question while studying the function word OF.

I understand that if the next word begins with a consonant, therefore we could drop the V sound.

Example: It's one of the best videos I've seen. (I can drop the letter V because the next letter is a consonant).

Okay. That sounds clear to me, but why we can't drop the letter V in this example?

"Out of home"

Is "H" a consonant right? Is there any especial rule for this? If so, how does it work?
 
Who said you couldn't? "Outta home" is how I'd say it if not being careful.

Now, some accents don't pronounce "h" like a consonant (or not always), so that's probably what you're dealing with.
