How you say it depends on the meaning/use.

Number: One thousand, nine hundred (and) ninety-nine.
Year: Nineteen eighty-nine.
PIN: One nine eight nine.

Which pronunciation for "1989" is correct in both spelling and writing?

Are you asking about pronunciation or writing? In writing, just use the numerals 1989.

Thank you so much.

Your explaination is helpful, which of following is more formal when pronouncing years?

1 Nineteen hundred and eighty-nine.

2 Nineteen eighty-nine.

1 Nineteen hundred and eighty-nine.

2 Nineteen eighty-nine.

2 is the natural way.

1 would not be used unless in a deliberately old-fashioned, literary style.

It's very unusual to say more than nineteen eighty-nine. The longer option is possible but rare even in the most formal context.

Thank you. But more than "nineteen eighty-nine" is the shortest option to spell out compared to the two following sentences

One thousand and nine hundred and eighty-nine.

Nineteen hundred and eighty-nine.

Thank you. But [STRIKE]more than[/STRIKE] "nineteen eighty-nine" is the shortest option to spell out compared to the two following sentences

True. I'm not sure what you're trying to say here.

Short is not necessarily bad or informal. If you don't need to expand something, don't. Adding unnecessary words is not making something formal or better- just wordier,
