After a professional and relatively hard-fought 2-0 victory against Brentford at the Etihad Stadium in midweek, Manchester City prepare to face a Norwich side who are certainly in high spirits.
Of course it does. In the context of football, which is clear in your example, "Manchester City" can mean only the football club. 5jj's point was that if someone said "Manchester City Council", we wouldn't think "that must be the council involved with Manchester City FC". We know that it means the city council of the city of Manchester.
 
Manchester City are also known as Citeh, which is not a nickname for the council.
