Is it true that the British government recently accepted dialect forms like "he do, she do etc." as grammatically correct or is it just a joke?

I didn't. Just heard from my student, tried to check on the Internet, found nothing and ended up here...
 
Your student made it up. For a start, the British government has nothing to do with English usage. Unlike some countries, the UK doesn't have an official language usage ministry/department/association. To find out if a word is "accepted" in English, it needs to appear in the Oxford English Dictionary. Once a quarter, every year, the OED publishes a list of all the new words that have been added to the dictionary since the last update.
