The reason for them is clear but I would love to know if anyone has ever been stupid enough to answer "Yes".

'Yes' is the correct and advisable response if you are carrying drugs, arms or explosives. For example, if you are carrying a legitimate consignment of mining supplies including explosives, or medical supplies including 'drugs', declaring 'No' puts you in an unnecessary compromised position.
