What does the following mean?

"It is important that tourism develops in harmony with the environment."

Does it mean "The tourism industry has to be aware that tourists don't have a damaging effect on the environment and don't cause serious damage to the environment while they are on the destination country on holiday".

Look again at "Tourism industry have" for a start. The subject and verb don't agree and there should be an article.

No, it doesn't. Tourism can be very harmful to the environment, so the industry must take steps to try to minimise the impact.
