Is "Let in" a phrasal verb?

Hello, is "let in" a phrasal verb in the context that someone is allowed to enter? I checked the "Longman Phrasal Verbs Dictionary" and it is listed there, even though for me it doesn't sound like a phrasal verb.
 
I don't, either.
