Does that mean that he is flying in tomorrow or that the national sales meeting is tomorrow (i.e., tomorrow's national sales meeting)?

I mean, which of the following does that mean?

a. He is flying in tomorrow for the national sales meeting.
b. He is now flying in for tomorrow's national sales meeting.

The meeting's tomorrow. He's flying in either today or tomorrow--there's no other possibility.

But:
I'm flying in tomorrow for the national sales meeting = He's flying in tomorrow. The meeting's either tomorrow or soon after that, probably in the next two or three days.
