To further the confusion, there are also fluid cups vs. dry cups.
I couldn't find a reference stating those are different volumes. There are measuring cups designed for dry ingredients, though; they hold exactly one cup when filled to the brim. You mound the flour in one, then sweep off the excess with a flat spatula.
 
I checked a units of measure site I use. The cups are same wet and dry, but definitions of other units, like "barrel" differ.
 
Hey, it's weird to think why on earth anyone would want to infringe on liberty by making measures universal. ;-)
