So are you suggesting it would be correct to say,
"degree to which a skill has formed in a person"
?
All right. What goes through your mind when you hear,
"degree to which a skill has been formed in a person"
?
Does that make any sense to you at all?
I don't think that the idea formedness goes with skill. I just can't conceive of a skill having a shape. Skills are learnt, possessed, developed, honed, etc. but not 'formed'.
What is the paper actually about? What skill do you mean?
