What does "encounter specialist" mean?

The Mumbai police have a major problem with organized crime. And while it is generally agreed that the Indian courts dispense real justice, they are notoriously very slow about it. So some or many, if not all, officers have adopted the strategy of shooting suspects dead and claiming that it was in self-defence or done while the suspect was attempting to flee. Those officers are encounter specialists.

Wow! I've heard some misleading job titles before but "encounter specialist" for "murderer" is a new one on me!

Triple wow!
What a horrible euphemism.

The nearest I can think of is shoot to kill.
