There are many singles in my city. I want to found a match-making agency to alleviate the issue.

Is "alleviate the issue" correct here?

I don't think issue is the right word. Are you suggesting that this constitutes a problem that you're trying to solve?
 
It could be a problem to those who are single, and your agency could offer to match compatible singles with each other.
 
I think a more neutral word might work. How about something like "situation"?
