Why are they not in the same tense? A possible answer I assume: question 12 is in the historical present while question 11 isn't.

But I still think that it would be better if question 12 was in the past tense (or if question 11 was in the present tense).

Yes, I think question 11 ought to be in the present.

Unless it was sent very recently, I would put the one about the memo in the past tense.
