Do people's phone numbers follow them around when they relocate inside the region?
I imagine they would have to get new numbers when they move out of Seoul, for example, but what if they don't leave the region?

Before cell phones, your land line always had a new number when you moved.
Maybe a business could get a special accommodation, or customers who asked (or paid?).
The new number was not the one assigned to the previous occupants, and the new occupants of your previous dwelling did not get your old number.
So the phone number of a land line was not fixed to an address, so I don't know why moving made the phone company change it.
Your previous number was left vacant for a longish time so that people trying to call you at your old number would not be pestering someone who had just been assigned your old number.
