Is the first phrase a known saying in English? Does the entire sentence make sense?

Thanks, @jutfrank. Of course, I understand it. I "made it up" . I was trying to find an equivalent for a Romanian saying that literally translated reads 'The man sanctifies the place/land', and I came accros the farmer sentence on the Internet as a translation of the French saying 'Tant vaut l’homme, tant vaut la terre', which I think conveys the meaning.
