Is it possible to use “not” in the following example?

It’s disappointing to see young people on the train not offering their seats to elderly people. I wrote this sentence.
 
It's good.
 
Or "unwilling to offer".

That is not a good title for a post.

I've improved the thread title. @teacherjapan A single-word title is rarely any good. Remember that titles should be unique, relevant only to your specific post and should include all/most of the example sentence.
