"X is less than or equal to Y"

Hello, I'm translating some science documents and I have a doubt: do a phrase such as "X is less than or equal to Y" have the same meaning as "X is Y or less"? Thank you very much in advance for suggestions, it's quite urgent :-D

Say:

Does "X is equal to or less than Y" mean the same as "X is Y or less'?

I would say you pretty much answered your own question. (It's like saying "Does 'X plus Y equals Z' mean the same thing as 'Y plus X equals Z'?")
