Will Ram be fly back to Delhi today?

Will Ram be returned today to Delhi?

When will Ram return to Delhi? Is it today?

Are all the above sentences correct and do they convey the same meaning?

Only the third is correct.

I think the first would be correct if 'be' was omitted, but I am not a teacher.

Will Ram be fly back to Delhi today?
Will Ram fly back to Delhi today?
Will Ram be flying back to Delhi today?

Will Ram be returned today to Delhi?
Can you write this in two ways, as shown above?

When will Ram return to Delhi? Is it today?

Flying is one way he could be returning. So they can't mean the same thing.

What kind of tense is underlined in red above?

Will Ram be returned today to Delhi?

I am not a teacher.

This only makes sense if he is being sent back to Delhi by someone else, perhaps after a period of captivity. It isn't the same as the others which involve some volition on Ram's part.

It means sentence is okay but it convey different meaning.

I think it could be correct if Ram was extradited to Delhi, but I am not a teacher.

Extradition happens only between two countries but not within the same country.
Returned is sent against one's will.

Extradition could happen between Delhi and a city in another country, e.g. Beijing.

Returned is sent against one's will.
I don't think extradition suggests volition, but I am not a teacher.

That is not correct In the US extradition can occur between states.

I think it is not so much a linguistic problem as a legal problem, but I am not a teacher.

I think he means that 'state' should refer only to a nation but not to the states making up a nation.
Should we start a new thread to discuss this?
Not a teacher.

No need. The USA will not change the name of the states because of Ted's beliefs.

Are you being purposely obtuse or are you unaware that the USA is made up of 50 individual states?

This is not a nice thing to say.
Do you normally say this to your student?

Take it easy! I consider it an innocuous remark, but I am not a teacher.
