Why "CITIES" & "ISN'T" are being capitalized in the following contexts?





Free-Market Analysis:We read this article with growing disbelief. What kind of sick society builds separate CITIES for women?

Well ... the Saudis do.

But really, it ISN'T the Saudis. It's another group entirely. But first, more on this insane development.




I think that these style are common but I don't know why they are being used.

What is the context?

The capitalization is being used for emphasis. If there was formatting, the writer would have used italics or bold.
