Which version is better?
The management and immediate superiors of organisational cells are obliged by me to do the following?

or

The management and immediate superiors of organisational cells are placed/put by me under an obligation to do the following?

or

I place/put the management and immediate superiors of organisational cells under an obligation to do the following?

In my opinion, variant 2 and 3 are acceptable, but I may be wrong.

What do you think?

Let me say at the beginning that all three are intelligible. But "by me" in 1 and 2 is rather unnatural. So while all three are somewhat tortured, I think the third is the least unnatural.

I agree with probus :) The last one sounds best out of the 3 but you can improve the first 2 if you drop "by me", that is if it is implied or already known.
 
I like the first best.
 
I don't like any of them.

I prefer: "The management and immediate superiors of organisational cells are required to do the following."
