[Grammar] Which tense does this phrase: "be sent" fall under (as in package to be sent) ?

Which tense does this phrase: "be sent" fall under (as in package to be sent) ?

I'm wondering what kinds of tenses these are:
"to be sent" (e.g. expect this package to be sent via UPS)
"to be continued" (e.g. The policy is likely to be continued into the next quarter)
"to be denied" (e.g. To be denied basic human rights is an outrage. )
"to be held"
etc..

I thought these might be future passive...can't find examples of them anywhere, of course they are weird examples.

They're passive infinitives.
