What is meant by "agency" in this context:

If not, there’s no community. It could learn to be ‘moral’ much as an infant (or a dog) can learn to be well behaved, or an older child to be considerate. (Consideration requires the development of what cognitive psychologists call ‘Theory of Mind’, which interprets people’s behaviour in terms of agency, intention, and belief.)
