We can't say "The Kremlin was built from 1482 to 1495". Is that what you're saying?
andAlso, is it necessary to put "being"insideno bracket here between "was" and "built" no bracket here.is this what you're saying?

I wouldn't use "from" and "to" with either of them. I'd use "between" and "and".
