when there is wind and a web moves in the wind

I want to describe a situation when a spider web moves in the wind. Can I use "flutter" and "sway"?

Is this okay?

Barbara stepped out onto the balcony. Between two rusty bars of the balcony's guardrail, a spider web fluttered in the breeze. The spider flailed frantically up and down the web as the wind picked up. The web was now swaying violently. She thought it would shatter soon.
 
Can I also use "swing" in this situation?
