I still don't understand the difference.

Where did you encounter 'envolve'? It's not a standard English word.
 
If "envolve" is a word, it is simply an alteration of "involve". In that case there would be no difference in meaning.
 
When do you use envolve and when involve

I would say never and always respectively.
 
@Promethious: I would also like to know where you came across "envolve."
Perhaps you meant "evolve."
