When demand for beef starts to grow while supply is low we enter/interfere in the market and embark on importing beef for the market regulation.

I do not understand the phrase underlined. "Embark on" needs an object.

Market regulation means "control of the market in terms of price and striking a balance between demand and supply". Please tell me if the phrase is incorrect.

I don't have trouble with the first part, in business talk.

"When demand for beef starts to grow while supply is low, we intervene/intercede in the market by importing beef to stabilize prices."
 
"Market regulation" is not necessarily wrong. But the sentence, "We regulate the market for market regulation" is. "We intervene in the market for market regulation" is also bad writing, because intervening in the market is market regulation.
