I want to express the idea that a man is losing hair.

How can I complete this sentence?

Jack was in his mid-fifties, with heavy jowls and strong features. His sandy hair was ... from his forehead.

Are there other ways of expressing it?

How can I complete this sentence?

Jack was in his mid-fifties, with heavy jowls and strong features. His sandy hair was recoiling from his forehead like a vampire from a garlic crucifix in the broad day's sun.
 
Or if you just want to take the pedestrian route, his hairline was receding.

Are there other ways of expressing it?

I'd go with Charlie's suggestion of "receding". You can say "His sandy hair was receding". You don't need "from his forehead". You could also say "He's going bald" or "He's balding" but it's hard to include the colour of his hair with those.
 
You can say his hairline was receding.
