When a group of people talk loudly

What is a word I can use to describe a situation where a group of people talk loudly?

Jane stepped out of the store and walked down the Kings Road. Her mind wandered off to the last week's party, how nice Sam was and how comfortable he made her feel. A group of tourists walked past her......loudly in a foreign language, breaking her thoughts. They sounded like they were from Southeast Asia.


I need a word to fill in the blank.
 
Can I use "babble"?
 
I don't think that goes well with loudly. How about simply speaking/talking/shouting? You could use something like bellowing too.
 
I think talking would work best there. Also, shouting strongly implies a volume level greater than that of mere conversation.
 
And you could drop loudly if you used bellowing. You cannot bellow quietly.
