My favorite food is Risotto. It always hits the spot.

Yes, you can use that. Don't capitalise "risotto". It's not a proper noun. Your opening phrase isn't natural. Why don't you have a go at rewording it?

If you find a particular type of food delicious all the time, can you say "it always hits the spot"?
 
I don't really see the need for "all the time" or "always". In general, people might like a food, but if someone served them a plate/bowl of that food that had been cooked really badly and was disgusting, I'm pretty sure they wouldn't find it delicious!
