Here's the sentence:
The syllabus is essentially communication-driven.
What does the word "communication-driven" mean? Does it mean that the course is based on effective communication?

It doesn't necessarily mean effective communication. It simply means that communication is the method used most in the syllabus.
 
It possibly means that the content of the syllabus changes depending upon communication between the teacher and students. There should be some surrounding context to confirm what it means.
