[General] What should I say in order to ask a question?

Hi everyone. I'm new in here as well as in England.

In the situation like I need information or I need to ask someone something, I always say 'Sorry, I'd like to ask what/how/if/...' Is it weird to ask like that? is it acceptable? or should I ask in other questions?

It's OK or "Excuse me, but I'd like to etc."
