They're both English accents.

Andy McClusky has a very soft but perciptible Merseyside accent (from the area in the north of England around Liverpool).

Kate Beckinsale has what I'd describe as a standard, educated, upper middle-class accent. This is not particularly tied to any geographical region, but is characteristic of her social background, upbringing in West London, public school and Oxbridge education, and career as an actress.
