What does it mean going spare in the context? It's "give or take" and it means "approximately". He's referring to the cost of buying the Telegraph Group, which is currently for sale. We use it when we don't have (or don't want to use) and exact figure.
A: How many people are coming to your party?
B: A hundred, give or take. (It's a rough estimate.)
A: How much did you pay for your car?
B: Eight thousand, give or take. (It was probably something like £7,995 or similar.)
The "give or take" suggests that the actual number is a few more or a few less than the figure stated.
