What is the meaning of "I would Say that :"

Is it as same as : As i think : or As i wish: ??

I say this all the time. It's a polite form. It's less direct, and therefore "softer."

You can think of this as "If you wanted to know my thoughts on it, I would say..." or "If I were in this situation, the way I would say ..."

English has a lot of this: "I would like..." vs. "I want..." or "Could you please tell me the time" instead of "What time is it?"

Yes, it can cause the hearer to believe that the speaker is a little uncertain. But it doesn't necessarily mean that, as Barb has explained.

If you're going to use people's names, try to get them right. You also need to capitalise 'I' every time you use it.
