What is the grammar used here for 'taken back'?

Hello!

It is quite likely that people from the 21st century, taken back to the 1921s, would not rope.

Past participle, passive voice, or what else? It is not clear...

Note that the last word of your sentence should almost certainly be cope.

You can understand this as: It is quite likely that people from the 21st century, if they were taken back to the 1920s, would not cope.

Then it is a Conditional/Possible condition/passive voice.
By possible condition I mean: If you needed it you would buy it.
Active: If we took them (people from the 21st century) back to the 1920s, they would cope.
Passive: If they were taken back to the 1920s, (they) would cope.
 
You could see it as an adjective from the past participle- people taken.
