Is "The Hindu" some sort of publication?

I'd guess that it means, "The encouraging mails were not restricted to readers but were also directed towards some of the regular contributors to The Hindu."
The construction, "A was not restricted to B, but also to C" is ambiguous and lazy.
 
It means that letters of encouragement were sent by email from readers, and also, from reporters.
 
Without more context, it's not completely clear, but I too would expect that the letters came from the readers and contributors, rather than that they were sent to them.
