What is the difference between "is increased" and "has increased"?

What is the difference between "is increased" and "has increased"?

For example,

The expenditure is increased by 100 MM USD to 500 MM USD..
The expenditure has increased by 100 MM USD to 500 MM USD..

Which one is more nature to write?

The first one is wrong. The second is the present perfect tense.
Where did you get "100 MM USD" from?

The first sentence is Passive and the second one is Active.

I think the first would be correct if 'is' was replaced by 'was'.

Yes, in formal terms they could be. But can you think of a likely usage for the first as a passive sentence?

I think the present passive can be used in 'The expenditure is increased by 10% every year'.
