what dose "erect,Hoardings,outlined "mean

I very confused about "erect,Hoardings,outlined "mean, I find and translate by dictionary but I can't understand.

The sentense " The contractor shall erect all necessary hoardings as outlined by the Owner"

Who know that please help me plase.

For "hoardings" see:

"A temporary wooden fence around a building or structure under construction or repair." [AME]

"[In BrE it regularly means] a large board used for displaying advertising posters, as by a road Also called (esp US and Canadian) billboard"

"Erect" means to build them.

"as outlined by the Owner" means "as identified by the Owner [client] in the enquiry/contract documents.
